Parent/Relative
The child’s father, mother, stepparents, brother, sister, step siblings, any blood relatives including half-blood
Except: Cousins
Caretaker
Parent, relative, guardian, other household member or other person entrusted with the responsibility for the child’s health + welfare temporarily or permanently
Example: teachers, babysitters + coaches
Custody
Authority to determine:
- Child’s place or residence, medical care and education
- Control visits to a child
- Consent to enlistments, marriages, and other contracts otherwise requiring parental consent
Mandated Reporter
A person, who in his/her professional capacity had reasonable cause to believe a child is experiencing physical or emotional injury from abuse or neglect.
Has a duty to report abuse/neglect to DCF immediately and file a written 51A report within 48 hours.
Abuse
Non-accidental conduct committed by a caretaker that causes or created a substantial risk of serious physical or emotional injury
Neglect
Caretaker fails, either deliberately or through negligence to maintain the child’s health and well being
Dependent Child
A needy child who is deprived of parental support or care by reason of death, continued absence from the home, physical or mental incapacity or the unemployment of a parent, and who is living with his father, mother or other parent in a place of residence maintained by one or more of such relatives as his or their own home and who is either:
- Under 18 years old
- 18 years old AND a full time student
Children must attend school from ____ to ___ years of age

Child Requiring Assistance (CRA)
6-18 years old
Runaway
Repeatedly runs away from the home of the child’s parent, legal guardian or custodian
Stubborn Child
Repeatedly fails to obey the lawful + reasonable commands of a parent, legal guardian or custodian thereby interfering with their ability to adequately care for and protect the child
Habitual school offender
Repeatedly fails to obey lawful and reasonable regulations of the child’s school
Habitually Truant
A school- aged child not excused from attendance under the lawful and reasonable regulations of such school, who willfully fails to attend school for more than 8 days in a quarter
Sexually exploited child
Any person under 18 years old who had been subjected to sexual exploitation because such person:
- Is a victim of the crime of sexual servitude or sex trafficking
- Engaged, agrees to engage or offers to engage in sexual conduct with another person in exchange for a fee, food, shelter, clothing, education or care
- Victim of the crime, whether prosecuted or inducing a minor into prostitution
Delinquent child
12 to 18, commits any offense against a law of the commonwealth:
- Civil infractions
- Violation of any municipal ordinance or town by laws
- 1st offense of a misdemeanor for which the punishment is a fine, imprisonment, in a jail or HOC for not more than 6 months 4. Or both such fine and imprisonment
