Care & Protection Order
The legal procedure of care and protection is to remove children from abusive and unsafe environments. Anyone can initiate a care and protection order but often it is a Department of Children and Families social worker.

Delinquency
Applies to acts that if performed by an adult would be termed criminal
Youthful Offender
-Ages 14-18
-has committed a crime involving the infliction or threat to inflict serious bodily harm or has been previously committed to DYS, or violated, a designated firearm statute
Juvenile
under 18 years old
Parent/Relative
The child’s father, mother, stepfather, stepsister, or any blood relative, including half-blood. Cousins after first cousins do not count.
Caretaker
Parent, relative, guardian, other household member, or other person entrusted with the responsibility for the child’s health and welfare, temporary early, or permanently. Ex: include but are not limited to teachers, babysitters and coaches
Custody
Authority to determine child’s place of residence, child’s medical care and education.
Mandated Reporter
A person who is his or her professional capacity has reasonable cause to believe a child is suffering physical or emotional injury resulting from abuse or neglect.
-Duty to report abuse and neglect to DCF immediately and file a written 51A report within 48 hours.
-Ex: clergy, police, teachers, doctors, social worker counselors
Abuse
Nonaccidental conduct committed by a caretaker that causes or creates a substantial risk of serious physical or emotional injury, or constitutes a sexual offense under the laws of the Commonwealth.
Signs of abuse include visible injuries and emotional trauma
Neglect
A caretakers failure, either deliberately or through negligence to maintain the child’s health and well-being, or one who creates a substantial risk of serious, bodily injury, or sexual abuse to a child or wantonly, or recklessly fails to take reasonable steps to alleviate such risks, where there is a duty to act
