JUSTICE AND MERCY: Here the duke emphasises the fact that the Viennian authority use the threat of punishment to discourage society but fail to take action and actually punish. Thus leading to the metaphor of an overgrown lion who stays in its cave instead of going out to hunt.

JUSTICE AND MERCY: This argument challenges human morality whereby Angelo has to justify his execution plans by punishing one person as an example so other people are disencouraged from commiting the same crime in the future.
