Can a judge go below the sentencing guidelines recommendation?

A downward departure from the lowest permissible sentence is usually prohibited unless a judge finds the existence of one or more of several enumerated mitigating factors, pursuant to Fla. R. Crim. P. 3.701, 3.704. A defendant’s remorse is one factor so enumerated.
