Similar in definition as the complaint that is adjusted
ADJUSTED
An assignment where police responds and the complaint was resolved
AIR EMERGENCY
Refers to an airplane trying to make an emergency landing usually due to some sort of mechanical difficulty
AUTO/PED
Vehicle accident in which a vehicle has hit a pedestrian
AUTO/AUTO
Vehicle accident with another vehicle
AUTO/FIXED OBJECT
Vehicle accident with an object; i.e. traffic sign, wall, etc…
ALL CARS STAND BY
Dispatchers advising police vehicles not to transmit unless they have a priority
APPREHEND (ED) (S) (SION)
Dispatched notified by a police officer that an arrest has been made
AVAILABLE
A police vehicle is in-service and available to receive an assignment
ASSIST OFFICER
Top priority call! Philadelphia Police Officer or Firefighter needs help. On these calls, specify if it is from a Police Officer/ Firefighter or a civilian. Also, specify if the officer is on or off duty, uniform or plain clothes. With the caller still on the line, Direct Dial to J-Band to create a three way conference call. Then, the dispatcher will give the information and the location of the Assist a Officer to the J-BAND dispatcher.
BACK-UP
An additional police vehicle is sent to back up a Police Officer on a radio assignment or on-site assignment, ie Disturbance House radio call or when a Police Officer observes an incident like a vehicle stop or a fight on the highway.
BACK AND OUT (LOCATION)
A police officer notifies radio that they are back in service from a previous assignment and that they are our of service on a previous assignment or other assignment
BAND
Divisional radio band, i.e. West Band or Central Band
BEAT
This term described a Police Officer with a hand held radio walking a small district tea generally called a foot-beat. The word “Beat” is interchangeable with the word “Foot Beat”.
BOMB SCARE
(No Radio Transmission in the area of the radio call for 2 blocks). A person calls and relates that a bomb has been placed. The bomb or device could be placed inside or outside of a building. A marked police vehicle and supervisor are dispatched. The call could involve a bomb scare where a bomb is or is not found.
Don’t say Bomb Scare over the air; say “No Radio Transmission”.
B.M.V. Check
A Bureau of Motor Vehicles check is a request made by a police officer over the radio to check on the validity and ownership of a motor vehicle.
Burglary Alarm
An audible or silent alarm involving an unoccupied or occupied business, home, apartment, etc…
C.A.D. System
The Computer Assisted/Aided Dispatch System that automatically prioritizes an assignment based upon the event type.
CAGE
Police vehicle (RPC) that has as screen separating the officer from person in rear seat
CFCF
Curran Fromhold Correctional Facility located at 7901 State Road
Check on the well being
A police officer is stopped by a citizen or given a radio assignment to see if a person is okay
Check on a relocate
A vehicle that might have been towed by an authorized City tow truck from one location to another location for a specific reason. i.e. fires, snowstorms, street repairs, etc.
Civilian by phone/police by radio
When s civilian calls in that an officer needs assistance, it is usually stated “Civilian by phone”. If an officer on duty is in need of assistance and calls over his/her radio, it is stated “Police by Radio”.

Commitment Papers
Legal paperwork that’s presented to a responding police officer by a parent, guardian, or doctor concerning a person in need of mental treatment. This type of paperwork authorizes a police officer to transport the person to a treatment facility. These words could at times also be used by a probation/parole officer calling radio or said to a police officer that a person is being or will be taken into custody and needs transportation to a prison facility. (A.k.a 302 papers)
Complainant
A citizen call 911 to request police service or a citizen who stops a police officer to register a complaint or request police service.
C.R.D.
Call radio dispatch. A police officer is asked to phone the operations desk in police radio. (686-3128)
Crime Scene
An area inside or outside where a crime has occurred. A crime scene is protected by police officers to preserve evidence. It usually requires a follow-up investigation by both uniform and detective personnel
Curfew violation
A juvenile up to 17 years of age outside on a street or in a business after 10:30pm, Sunday through Thursday and midnight, Friday and Saturday
DA’s Office
District Attorney’s Office at 1421 Arch Street
Demented male/female
A person who does not have control of his/her mental faculties
Detective Divisions
East, Northeast, South, North, Southwest, and Central are names used for the Department’s Detective Divisions
D.C.
An incident number (District Control) that CAD (Computer Assisted Dispatch) System automatically generates on most calls for police service. It could also mean the Detention Center at 8001 State Road where prisoners are transported or the District Command vehicle - Lieutenant’s marked police vehicle: i.e. “6DC” = 6th District, District Commander (Lieutenant). “DC” can also stand for Disorderly Crowd.
Distorted Reception
This occurs when either a message to radio or a message from radio to a Police vehicle contains static or some portion of the message that is not clearly received.
Distorted Transmission
A radio transmission that is unreadable, partly readable or has a lot of static.
DOA
Dead on Arrival. “5292” is a deceased person.
DK
A person who is intoxicated or one who is suspected of being intoxicated
Down Mechanical
You will hear this when a Police vehicle becomes mechanically disabled, ie “1704, I’m down mechanical at 32nd and Grays Ferry Avenue with a dead battery”.
Doer/Perpetrator/Actor
This is the person who commuted the crime.
Disabled Auto
Used to describe a vehicle other than Police that is experiencing mechanical difficulties
Detention Center
This is the facility at 8001 State Road where defendants who have not been able to secure bail await their trials
District Operations Room
This describes the room at District headquarters where administrative functions are performed
Disorderly Crowd
This describes a group of pedestrians who are loitering on the highway when there is no disturbance involved, i.e. gambling, playing ball, etc…
Disturbance House
This describes a disturbance (ie verbal and/or physical confrontation where there are no weapons of any kind being used) occurring inside of a private residence
Disturbance on the Highway
This describes a disturbance that is occurring on a public highway or street
D.U.I./D.W.I.
Driving Under the Influence/Driving While Intoxicated: person is operating a vehicle under the influence of drugs/akcohol
East End
This describes the eastern half of a patrol district
Emergency
Used when an officer who is not in any danger needs additional equipment to respond immediately to his/her assignment
ENROUTE
Someone is on his or her way to a particular location and or assignment
EPW Wagon
An emergency patrol wagon(a van) that patrol districts, use to transport prisoners and some hospital cases
ERT
Emergency response team that consist of an EPW, a Sergeant, and seven officers. It is usually activated to respond to the scene of a major incident. The ERT is sometimes referred to as a “Trojan Horse”.
ESCORT
This term is used when the police accompany a person from a business or church to the bank to deposit money
FALSE ALARM
After arriving and investigating a radio assignment of a burglary in progress or a building alarm sounding, a police officer will notify radio that the building is secure or that no apparent illegal entry was made into the building
FISHNET
A covert tactical surveillance of a know drug location, which results in the subsequent arrest of the buyer an the seller
FLASHER
This describes someone who removed all of their clothing or someone who is exposing their private parts
FLASH INFORMATION
The description of the perpetrator of a crime. It is not the entire description.
FLIM FLAM
This is a theft by deception. Usual all someone approaches anther person and he/she displays a Ed of fake money enveloped by real money. The person picks out a target and tells the target that he/she found the money and will share the money if the target gives the thief some good faith real money. The thief then takes the real money and is not seen again.
FLOATER
A body that has been observed in a waterway(river, lake, pool, etc…)
