This code is used when a person has been taken against their wishes. If a child is abducted and it involves a custody dispute, put this information in the remarks section. Any flash information should also be entered. This code is to be used if the abduction occurred within 15 minutes prior to the call. If the abducted is a child, make sure a supervisor is notified.

A

Assist officer
Priority 0

This is the highest priority call. Phila. Police officer or firefighter in need if help. On such calls, specify if it is from a police officer or a civilian. Also, specify if the officer is on duty or off duty, uniform or plain clothes. When on the phone speed dial, J-Band, give the location of the assist, and whether the call is from police or civilian.

When you use this event type, it indicates that the burglary is now taking place, and the perpetrators are still in the building. This code is also used when the perpetrators have left the building, (and the scene of the burglary). If the burglary occurred more than 15 minutes ago, it is a Report of Burglary(RPTBUR). Ask the caller if he/she is able to give you any information regarding the perpetrators, (flash information) i.e. the location of the burglary, description of the suspects, method of escape, if known, and the direction taken.

This code will be used when the caller states that someone placed a bomb or what they believe to be a bomb some where, or they may have located a suspicious device. This will include any kind if container, such as a backpack, bottle, pipe, canister, sealed package, etc… A description of the object will be entered in the remarks section. The call taker will inform the caller to move away from the suspicious object. Notify a supervisor and click on the Bomb Tab in the Event Form, fill in the Bomb Form will all pertinent information. The Bomb Form will also be filled out for threats against Dignitaries.

Local people trapped
Priority 1

This code will be used when a caller states there is a fire inside a vehicle, building or other structure and there is a person(s) trapped. The call will be immediately connected to Fire Board (Press [Fire/EMS] DIRECT CONNECTION BUTTON). While doing this you may ask caller for the location of the fire in order to verify the caller’s location through “CCI” with proximity to the fire location. Police call takers will remain on the line to ascertain and verify the location and any other pertinent information. All information received will be entered into the remarks section, regarding the location, condition and circumstances of the person(s) trapped, so police equipment can be dispatched. Call takers WILL NOT, repeat WILL NOT take down any particulars of the fire other than “EXACT LOCATION” when they receive the phone call. They are to CONNECT THE CALL to fire radio IMMEDIATELY!

A report of smoke or fire where no one is reported to be trapped will be given the event type Local fire(LOCAL).

This code is used when providing assistance to any City Employee who is in the process of performing their duties and is involved in a disturbance or altercation. Enter information, as to which City Department is involved in the remarks section. This code will also be used when a police officer, on or off duty, needs a backup and states they do NOT need an ASSIST.

This code is used when a caller states someone has a gun, regardless if the gun is seen or implied. This also applies to reports of persons shot, whether the perpetrator is still in location or not. An exception to this code is when the person armed with a gun commits a crime, and then the assignment will be coded to that particular crime, i.e. ROBIP, RIP, etc…

This code is used when a caller states a person has fallen, jumped, is threatening to jump, or is stranded in any river or body of water. The call taker will connect this call to FIRE BOARD. The Marine Unit will also be notified during the hours of 6:00am and 10:00pm by clicking on the [MARINE UNIT] DIRECT NUMBER BUTTON. Try and get as accurate a location as possible and use landmarks if necessary. In all cases of an incident on a waterway, a Radio Room Supervisor will be notified and he/she will ensure that Fire Rescue and the Marine Unit are notified immediately.

Be sure to put the type of weapon being used in the remarks section.

This call will come from an alarm company. It refers to a business or residence that has activated an alarm which indicates that they are being robbed.

Make sure in the remarks section are the name of the business or residence, name of the alarm company, notifying or enroute, call back number, dispatch number, and whether the phone lines have been cut.

This code is used when a rape is taking place at the time of the call and the perpetrator(s) are still on the scene. Generally, the complainant on this call is someone other than the rape victim. If the victim herself calls and states the rape occurred within 15 minutes or the doer just left the scene, and she can give flash information the job will be coded “RIP”.

If the rape occurred more than 15 minutes prior to call, it will be coded as a Prior Rape. (RPTRPE).

Robbery in progress
Priority 1

This code is used when there is a strong likelihood that violence or the threat of violence is occurring. A gun, knife, baseball bat, tire iron or some other type of weapon capable of inflicting an injury is being used. This event type would also be used where an individual would report a strong-arm robbery is in progress. This is a robbery where the victim is being beaten with bare hands, etc… The important thing to remember here is that the crime is being commuted now, or within the last 15 minutes. The call taker receiving a call of this type should ascertain if there is an injury and attempt to obtain flash information, no matter how little is immediately available. Get the information into the computer ad quickly as possible. This will include earring and chain snatch.

If the robbery occurred more than 15 minutes prior to the call, use the code PRIOR ROBBERY (RPTROB).

Someone breaking in
Priority 1

This type of call differs from a Burglary In Progress call in that it is used because the caller states, or gives you some indication, that he/she is inside the property, and that someone is now trying to break into his/her home or business. This “someone” is an unwelcome intruder or trespasser, and his intent for getting into the property is unknown by the occupant. The individual could be a possible burglar, robber or rapist.

Get the location and enter it into the computer. DON’T WASTR TIME ASKING A LOT OF FOOLISH QUESTIONS? Most times the caller will tell you if it is boyfriend, girlfriend, or husband. If the caller indicates to you that it is a known person to her/him, then indicate that in your remarks section. However, do not assume that this only a minor disturbance or domestic quarrel. Realize that if the caller were not fearful of injury or worse, they would not find the need to call us.

This code will be used when a caller states that there is a dispute, (i.e. verbal and/or physical confrontation) between family or household members where there are no weapons of any kind being used, taking place inside or outside, AND the person causing the disturbance is still present. This code will also include all cases where a Protection Against Abuse Order is present and Child Custody Disputes.

Family or household members include:
Currently or previously married
Currently or previously sexual partners
Currently or previously resided together(parent/child relationships)

NOTE: if the incident does not involve family or household members or the person causing the disturbance is no longer on location, the Disturbance House (DHSE) code will be used.

This code is to be used when a caller states there is a disturbance (ie verbal and/or physical confrontation where there are no weapons of any kind being used) inside of a bar, club, State Store (LCB), or other liquor serving establishment. The name of the business will be entered in the remarks section.

This code is to be used when there is a disturbance, (i.e. verbal and/or physical confrontation where there are no weapons of any kind being used) occurring in or on the grounds of any area hospital. If the call is made by a police officer on a prison detail, make sure you get the room number and floor that he/she is assigned to and ask if they need an ASSIST. If they need an Assist, speed dial J-Band(PRESS [Assist Officer] DIRECT CONNECT BUTTON) and give them the necessary information. If they do not need an Assist, just additional back up, put the assignment in as a PBACK. Enter all necessary information in the Remarks, and bring the assignment to the attention if a supervisor as quickly as possible.

This code is to be used when there is a disturbance (i.e. verbal and/or physical confrontation where there are no weapons of any kind being used) occurring in or on school property. Dispatchers will ensure that a street supervisor in addition to an EPW or two RPC’s are sent to all calls for any disturbance in or on school property. If there are no EPW’s or RPC’s available, a street supervisor will still be dispatched and notified of Zero Car status.
If this call is being made by a Police Officer on a school detail, try and get the exact location of where he/she is in or around the school and if they need an Assist. If they need and Assist speed dial J-Band (PRESS [Assist/Officer] DIRECT CONNECT BUTTON) and give them the necessary information. If they do not need an Assist, just additional back up, put the assignment in as a PBACK. Enter all necessary information into the Remarks, and being the assignment to the attention of a supervisor as quickly as possible.

NOTE: we do not have any type of waiting period for reporting a person missing.

The rule of thumb for using this Event type should be when 15 minutes or more has elapsed since the robbery occurred. If in doubt as to whether to use the Robbery in Progress code, confer with your supervisor to determine the appropriate code. A robbery is a theft that occurred as a result of force, threat, or violence, whether real or implied.

This code is to be used when a caller is reporting a prior rape. That is a rape that happened last night or yesterday, and the complainant is just reporting it now. If the complainant states the rape occurred an hour or so ago, or even a half-hour, attempt to find out when the perpetrator actually left the scene. He may have stayed around and burglarized the residence, and may not have actually fled the scene until just a few minutes ago. In any case, try to get flash information both in the Rape in Progress and Report of Rape call.

Note: there is no set time limitation on reporting a person missing.
