ABDUCT
Abduction in progress
Priority 1
This code is used when a person has been taken against their wishes. If a child is abducted and it involves a custody dispute, put this information in the remarks section. Any flash information should also be entered. This code is to be used if the abduction occurred within 15 minutes prior to the call. If the abducted is a child, make sure a supervisor is notified.
ASSIST
Assist officer
Priority 0
This is the highest priority call. Phila. Police officer or firefighter in need if help. On such calls, specify if it is from a police officer or a civilian. Also, specify if the officer is on duty or off duty, uniform or plain clothes. When on the phone speed dial, J-Band, give the location of the assist, and whether the call is from police or civilian.
AIREM
Airport Emergency
Priority 1
This code will be used when the caller states that a condition exists at either International Airport or Northeast Airport in relation to an airplane having mechanical difficulties, i.e. Landing gear, fuel, etc… Make sure you notify a supervisor.
APOL
Assist other police
Priority 1
To assist other police agencies, such as: Septa, Housing, Amtrak, Federal, etc… Speed dial to J-Band, give the location of the assist and whether it is called in by police or civilian.
Note: this does not apply to security guards.
BIP
Burglary in progress
Priority 1
When you use this event type, it indicates that the burglary is now taking place, and the perpetrators are still in the building. This code is also used when the perpetrators have left the building, (and the scene of the burglary). If the burglary occurred more than 15 minutes ago, it is a Report of Burglary(RPTBUR). Ask the caller if he/she is able to give you any information regarding the perpetrators, (flash information) i.e. the location of the burglary, description of the suspects, method of escape, if known, and the direction taken.
BOMB
Bomb threat
Priority 1
This code will be used when the caller states that someone placed a bomb or what they believe to be a bomb some where, or they may have located a suspicious device. This will include any kind if container, such as a backpack, bottle, pipe, canister, sealed package, etc… A description of the object will be entered in the remarks section. The call taker will inform the caller to move away from the suspicious object. Notify a supervisor and click on the Bomb Tab in the Event Form, fill in the Bomb Form will all pertinent information. The Bomb Form will also be filled out for threats against Dignitaries.
*CP
Vehicle (Car) pursuit
Priority 1
Whenever a police notifies radio, or it is apparent that an officer is in vehicle pursuit of another vehicle, then the vehicle pursuit code will be assigned. This code will only be used by Console personnel.
EXPLO
Report of explosion
Priority 1
This code will be used when an explosion has occurred, (not fireworks). The caller will also be connected to Fire Board and a supervisor will be notified.
*FT
Foot pursuit Priority 1
Whenever a police officer notifies radio that he/she is in foot pursuit of a suspect, then the foot pursuit code wil be used. This code will be used by Console personnel only.
LPT
Local people trapped
Priority 1
This code will be used when a caller states there is a fire inside a vehicle, building or other structure and there is a person(s) trapped. The call will be immediately connected to Fire Board (Press [Fire/EMS] DIRECT CONNECTION BUTTON). While doing this you may ask caller for the location of the fire in order to verify the caller’s location through “CCI” with proximity to the fire location. Police call takers will remain on the line to ascertain and verify the location and any other pertinent information. All information received will be entered into the remarks section, regarding the location, condition and circumstances of the person(s) trapped, so police equipment can be dispatched. Call takers WILL NOT, repeat WILL NOT take down any particulars of the fire other than “EXACT LOCATION” when they receive the phone call. They are to CONNECT THE CALL to fire radio IMMEDIATELY!
A report of smoke or fire where no one is reported to be trapped will be given the event type Local fire(LOCAL).
PBACK
Priority Backup
Priority 1
This code is used when providing assistance to any City Employee who is in the process of performing their duties and is involved in a disturbance or altercation. Enter information, as to which City Department is involved in the remarks section. This code will also be used when a police officer, on or off duty, needs a backup and states they do NOT need an ASSIST.
PGUN
Person with a gun
Priority 1
This code is used when a caller states someone has a gun, regardless if the gun is seen or implied. This also applies to reports of persons shot, whether the perpetrator is still in location or not. An exception to this code is when the person armed with a gun commits a crime, and then the assignment will be coded to that particular crime, i.e. ROBIP, RIP, etc…
PRIV
Person in river
Priority 1
This code is used when a caller states a person has fallen, jumped, is threatening to jump, or is stranded in any river or body of water. The call taker will connect this call to FIRE BOARD. The Marine Unit will also be notified during the hours of 6:00am and 10:00pm by clicking on the [MARINE UNIT] DIRECT NUMBER BUTTON. Try and get as accurate a location as possible and use landmarks if necessary. In all cases of an incident on a waterway, a Radio Room Supervisor will be notified and he/she will ensure that Fire Rescue and the Marine Unit are notified immediately.
PS
Purse snatch in progress
Priority 1
This code is used when a caller states that, as she was walking down the street, someone grabbed her purse. Ascertain if there is an injury.
If force or a weapon was used it will be coded Robbery In Progress, (ROBP). If the Purse Snatch occurred more than 15 minutes prior to call, it will be coded PRIOR ROBBERY (RPTROB).
PSCRM
Person screaming
Priority 1
This code is used when caller states a person is screaming but it is uncertain if it is a crime in progress or a disturbance. As a result of someone being placed in fear of physical bodily injury. Also when two or more persons are attacking one individual.
PWEAP
Person with a weapon
Priority 1
This code is used when the caller states that someone is armed with an object that can do serious bodily harm, such as, knife, baseball bat, golf club, tire iron, etc… If there are injuries, be sure to put in remarks that there is also a Hospital Case(HC) and any flash information on the doers(s). Be sure to put the type of weapon being used in the remarks section.
RALM
Robbery alarm
Priority 1
This call will come from an alarm company. It refers to a business or residence that has activated an alarm which indicates that they are being robbed.
Make sure in the remarks section are the name of the business or residence, name of the alarm company, notifying or enroute, call back number, dispatch number, and whether the phone lines have been cut.
RIP
Rape in progress
Priority 1
This code is used when a rape is taking place at the time of the call and the perpetrator(s) are still on the scene. Generally, the complainant on this call is someone other than the rape victim. If the victim herself calls and states the rape occurred within 15 minutes or the doer just left the scene, and she can give flash information the job will be coded “RIP”.
If the rape occurred more than 15 minutes prior to call, it will be coded as a Prior Rape. (RPTRPE).
ROBP
Robbery in progress
Priority 1
This code is used when there is a strong likelihood that violence or the threat of violence is occurring. A gun, knife, baseball bat, tire iron or some other type of weapon capable of inflicting an injury is being used. This event type would also be used where an individual would report a strong-arm robbery is in progress. This is a robbery where the victim is being beaten with bare hands, etc… The important thing to remember here is that the crime is being commuted now, or within the last 15 minutes. The call taker receiving a call of this type should ascertain if there is an injury and attempt to obtain flash information, no matter how little is immediately available. Get the information into the computer ad quickly as possible. This will include earring and chain snatch.
If the robbery occurred more than 15 minutes prior to the call, use the code PRIOR ROBBERY (RPTROB).
SBI
Someone breaking in
Priority 1
This type of call differs from a Burglary In Progress call in that it is used because the caller states, or gives you some indication, that he/she is inside the property, and that someone is now trying to break into his/her home or business. This “someone” is an unwelcome intruder or trespasser, and his intent for getting into the property is unknown by the occupant. The individual could be a possible burglar, robber or rapist.
Get the location and enter it into the computer. DON’T WASTR TIME ASKING A LOT OF FOOLISH QUESTIONS? Most times the caller will tell you if it is boyfriend, girlfriend, or husband. If the caller indicates to you that it is a known person to her/him, then indicate that in your remarks section. However, do not assume that this only a minor disturbance or domestic quarrel. Realize that if the caller were not fearful of injury or worse, they would not find the need to call us.
TIP
Theft in progress
Priority 1
This is the illegal taking of someone’s property ( individual or business) without the use of force, threat, or violence. This code is used only if the theft occurred within 15 minutes prior to call.
DOM
Domestic Incident
Priority 2
This code will be used when a caller states that there is a dispute, (i.e. verbal and/or physical confrontation) between family or household members where there are no weapons of any kind being used, taking place inside or outside, AND the person causing the disturbance is still present. This code will also include all cases where a Protection Against Abuse Order is present and Child Custody Disputes.
Family or household members include:
Currently or previously married
Currently or previously sexual partners
Currently or previously resided together(parent/child relationships)
NOTE: if the incident does not involve family or household members or the person causing the disturbance is no longer on location, the Disturbance House (DHSE) code will be used.
DBAR
Disturbance in Bars or Clubs
Priority 2
This code is to be used when a caller states there is a disturbance (ie verbal and/or physical confrontation where there are no weapons of any kind being used) inside of a bar, club, State Store (LCB), or other liquor serving establishment. The name of the business will be entered in the remarks section.
DHOSP
Disturbance Hospital
Priority 2
This code is to be used when there is a disturbance, (i.e. verbal and/or physical confrontation where there are no weapons of any kind being used) occurring in or on the grounds of any area hospital. If the call is made by a police officer on a prison detail, make sure you get the room number and floor that he/she is assigned to and ask if they need an ASSIST. If they need an Assist, speed dial J-Band(PRESS [Assist Officer] DIRECT CONNECT BUTTON) and give them the necessary information. If they do not need an Assist, just additional back up, put the assignment in as a PBACK. Enter all necessary information in the Remarks, and bring the assignment to the attention if a supervisor as quickly as possible.
DSCH
Disturbance School
Priority 2
This code is to be used when there is a disturbance (i.e. verbal and/or physical confrontation where there are no weapons of any kind being used) occurring in or on school property. Dispatchers will ensure that a street supervisor in addition to an EPW or two RPC’s are sent to all calls for any disturbance in or on school property. If there are no EPW’s or RPC’s available, a street supervisor will still be dispatched and notified of Zero Car status.
If this call is being made by a Police Officer on a school detail, try and get the exact location of where he/she is in or around the school and if they need an Assist. If they need and Assist speed dial J-Band (PRESS [Assist/Officer] DIRECT CONNECT BUTTON) and give them the necessary information. If they do not need an Assist, just additional back up, put the assignment in as a PBACK. Enter all necessary information into the Remarks, and being the assignment to the attention of a supervisor as quickly as possible.
DSEPTA
Disturbance on/at SEPTA
Priority 2
This code is to be used for disturbances (i.e. verbal and/or physical confrontation where there are no weapons of any kind being used) on Septa vehicles/property, such as fights, fare dispute (not taxis), help signs, or the flashing yellow lights. If the assignment is of a higher priority, please enter using the higher priority Event Type, and enter on Septa vehicle property, in the remarks section.
GUNSHT
Gunshots
Priority 2
This code is used when a caller states the he/she had heard gunshots coming from a certain location, but hasn’t seen anyone with a gun. Remember: if the caller states that they saw someone with a gun or firing of shots but can not give a description, put the assignment in as a Person with a gun(PGUN).
HCACC
Hospital Case Auto Accident
Priority 2
This code is used when the caller states that there is a report of an auto accident and there is or may be injuries involved.
HC
Hospital Case
Priority 2
This code is to be used when the caller states that someone is either sick or injured who requires immediate medical attention or transportation to the nearest hospital. Police will be dispatched to all relevant HC’s regardless if rescue responds.
IVPER
Investigate Person(s) Priority 2
This code will be used when a caller states someone is in their yard or alley and acting suspicious, but are not as yet trying to gain entrance to anyone’s property. This code will also be used when a caller states a person(s) is acting suspicious on the highway. On this type of call it is important to get a description, i.e. physical and clothing.
JUVPRS
Juvenile Prisoner
Priority 2
This code should only be entered by personnel assigned to Administrative Phones. It involves only juvenile prisoners that have been arrested and processed and are awaiting transportation to the Youth Study Center and the 6 hour rule applies.
MALM
Medical Alarm
Priority 2
This call will come from an alarm company. Usually the caller will state they have a medical alarm, and they are not sure what is wrong with the person. The assignment will be entered MALM with the appropriate remarks including alarm company information.
MCHILD
Missing Child Tender age
Priority 2
This code is used when a child under 10 years of age is missing. Try and get a description, last place child was seen, and how long the child has been missing. This code will also be used when a person 10 years or older is reported missing and they are enrolled in the Safety Net by Lo-Jack program.
All persons 10 years of age or older being reported missing use the code MSPER.
NOTE: we do not have any type of waiting period for reporting a person missing.
HLDPRS
Holding Prisoner
Priority 2
This code is to be used when Store security has a prisoner who is being held in a secure facility. If a civilian states that he/she is holding a prisoner, ascertain the nature of the crime and use the appropriate Event Type.
RPTABD
Report of Abduction
Priority 2
This code is to be used when someone, child or adult has been taken against his/her will and it occurred more than 15 minutes ago. If the assignment is a custody dispute, enter this information in the remarks section.
RPTASL
Report of a Prior Assault
Priority 2
This code is to be used when the caller states that he/she was assaulted. The assault occurred more than 15 minutes ago, and the perpetrator is no longer on the scene. This includes reports where the complainant is calling from a hospital, doctor’s office, etc. exception: if the assault is a result of a domestic incident, follow the rules for DOM.
RPTROB
Prior Robbery Priority 2
This code will be used when the caller indicates to you that he was robbed sometime ago. The rule of thumb for using this Event type should be when 15 minutes or more has elapsed since the robbery occurred. If in doubt as to whether to use the Robbery in Progress code, confer with your supervisor to determine the appropriate code. A robbery is a theft that occurred as a result of force, threat, or violence, whether real or implied.
RPTRPE
Prior rape
Priority 2
This code is to be used when a caller is reporting a prior rape. That is a rape that happened last night or yesterday, and the complainant is just reporting it now. If the complainant states the rape occurred an hour or so ago, or even a half-hour, attempt to find out when the perpetrator actually left the scene. He may have stayed around and burglarized the residence, and may not have actually fled the scene until just a few minutes ago. In any case, try to get flash information both in the Rape in Progress and Report of Rape call.
VIP
Vandalism in progress
Priority 2
The code is used to report the intentional destruction or vandalism of property in progress.
BALM
Burglary Alarm
Priority 3
This call will usually come from an alarm company. On some occasions it may come from a neighbor or someone In the area that hears the alarm going off. It refers to a business or residence that activated an alarm, which indicates that they are being burglarized. This type of alarm will always be entered by udon the Alarm Mask.
AUTOCC
Investigate Auto Occupied
Priority 3
This code will be used when a caller wants to report a vehicle that is occupied by a person(s) and it appears to be suspicious. Vehicles that appear to be suspicious or present a hazard to the public, and are not occupied will be coded Investigate Auto(IVAUT).
AACC
Auto Accident
Priority 3
This code will be used when the caller states that a vehicle struck another vehicle or fixed object and they are requesting police to respond, or when a vehicle needs to be towed, or one of the vehicles left he scene. See (ACINFO) 5 pg.38 and SOP #122.
DBUSN
Disturbance Business
Priority 3
This code is to be used when a caller states tree is a disturbance inside of business, (ie verbal and/or physical confrontation where there are no weapons of any kind being used). The name or type of business will be entered in the remarks section.
DHSE
Disturbance House
Priority 3
This code will be used when a caller states there is a disturbance inside of a private residence, (i.e. verbal and/or physical confrontation where there are no weapons of any kind being used), and the dispute does not involve family or household members.
Example: landlord tenant disputes; disputes between neighbors
Disputes involving family or household members where the person causing the disturbance has left the scene will be coded Disturbance House.
DHWYF
Disturbance Highway Fight
Priority 3
This code is to be used when a caller states that there is a fight (i.e. verbal and/or physical confrontation where there are no weapons of any kind being used) on the street. Find out approximately how many are involved.
DRUGS
Drugs outside only (Dealing/Selling)
Priority 3
This code will be used when a caller states there are drug dealings taking place on the highway or in public view.
If in a vacant/abandoned property, use IVPER. If in a private residence, enter call as (NARCIN) and connect to DPR.
LOCAL
Local Fire
Priority 3
All calls relative I fires of any nature, such as, “I want to report a fire.”, “I see or smell smoke.”, or “I smell gas.” Will be immediately connected to Fire Board (PRESS [Fire/EMS] DIRECT CONNECT BUTTON). Whole doing this you may ask caller for the location of the fire in order to verify the caller’s location through “CCI” with proximity to fire location. Police call takers will remain on the line to ascertain and verify the location and any other pertinent information in order to enter the job into the computer, so police equipment can be dispatched. Call takers WILL NOT, repeat WILL NOT take down any particulars of the fire other than “EXACT LOCATION” when they receive the phone call. They are to CONNECT THE CALL to fire radio, IMMEDIATELY! Also use this code for collapsing buildings.
If the caller states someone is inside the property, the event type (LPT) Local people trapped will be used.
MSPER
Missing person
Priority 3
This code will be used when a caller states a person is missing and their whereabouts is unknown, especially if that person has mental or physical impairments, suicidal, etc… This code is not used if the person is under ten years of age, or if the person is enrolled in the Safety Bet by Lo-Jack program. (MCHILD)
Note: there is no set time limitation on reporting a person missing.
RPTBUR
Report of Burglary
Priority 3
This code will be used when the caller states he/she has just returned to his/her business or residence and has found that the property was enters illegally and that he/she is sure the perpetrator/s are not on the scene.
RTHEFT
Report of theft
Priority 3
This code is to be used when the caller states that the item(s) taken include(s) Explosives,City Property, items valued in excess of $10,000.00 and reports of fraud. In any one of these cases, the job will be entered so that a car can be dispatched.
SDUMP
Short Dumping(In Progress) Priority 3
This code is used when a caller states someone is dumping trash, tires or debris on the highway, vacant lots, etc.
If the incident occurred more than 15 minutes prior, the assignment will be sent to DPR.
SICK
Sick Assistance (remarks) Priority 3
This code is used when a caller states they need help with an ill person (fallen and can’t get up). This code will not be used if there are any injuries or life threatening circumstances. See HC
STLGUN
Stolen Gun
Priority 3
This code will be used when a caller wants to report their gun has been lost or stolen and it occurred more than 15 min prior.
VDOG
Vicious Dog
Priority 3
This code is to be used when a caller states a dog is acting as if it will bite someone, whether it is on a leash or running free. The owner may be on location.
