What were the two positions on Japanese expansion within Japan?
Some wanted less expansion because it was expensive and required a strong army and navy, some wanted to keep expanding and for Japan to improve its position in Asia

It got German colonies (Tsing Tao) and it could issue the 21 demands since the Allies were distracted.
It also failed to get their racial equality clause in the LoN charter (yellow peril)
