What is international legal personality
subjects of international law, hence have certain rights, privileges and responsibilities
(can enter formal legal relations with other subjects of int. law)
(can represent and constrain their members)

3 Types of IO functions
- Actor - independent from states with int. legal personality
- Fora - states are relevant actors & sovereign equality
- Instrument/resource - member states pursue own interests. 2-level game by states
