Before 1941 America was extremely racist. The treatment of various groups worsened depending on their position in the racial hierarchy. Black people were extremely discriminated against in this time and were subjected to De Jure segregation in the Southern states and de facto segregation in the Northern states. This prevented them from achieving civil rights.

This essay will argue that although ISOLATED FACTOR was significant in preventing black people from achieving civil rights, popular prejudice was the most important barrier.
