Countries negotiate the terms of a treaty to come to an agreement about what it will include
States can agree to be bound by a treaty by fatifying it
Ratification is the process by which a singulartory state to a treaty confirms that it intends to be bound by the treaty
Australia has to ratify a treaty before it can be passed into domestic law (called an enactment)
