-Needed regent (can assert their own control)
-Council implemented regency after Henry VIII’s death per his will
-Earl of Hertford (Somerset) was first regent (militarily experienced)

Conservatives
-Accepted break with Rome but opposed doctrinal changes
-Led by Duke of Norfolk and Stephen Gardiner
-associated with: six articles act 1539, fall of Cromwell, Catherine Howard, plot against Cranmer and Catherine Parr
Reformers
-Accepted break (opportunity for Protestantism)
-Led by Edward Seymour (Somerset) and Cranmer
-Associated with: foreign policy success in Scotland, fall of Catherine Howard, Catherine Parr, plot against Gardiner, arrest of Norfolk
-1546 the reformers held power and Seymour maintained power whilst Gardiner lost it
