What is Stage 1 - initial site analysis
A decision is required whether to visit the site and carry out a full risk assessment or end the process.
On occasion there may be sufficient information to assess the site hazards using the PRA sheet without a site visit
Stage 2 - information gathering
- Where a site visit is required to gather information the PRA sheet can be used as a guide
- It is important to remember that the gathering of information can be from a variety of sources from within the brigade and other agencies (e.g. Hazardous Materials and Environmental Protection (HMEP), scientific advisor, local fire safety team
- Initial information gathering is used to decide if any hazards present a risk and if they require recording and a tactical plan.
- If it is decided the risks will be recorded on the ORD the information gathering process will need to record the detail of the hazards and all influencing issues
Stage 3 - risk assessment
- Using the identified areas of hazard on the PRA sheet, the visiting officer will need to apply a risk assessment to these hazards and decide if the risk is high, medium, medium to low or low. With the local station manager (SM) they will then decide the level of risk within the premises and the resulting action to be taken.
- Any new premises that scores between 0 and 149 will not be included on the operational risk database and will not require a tactical plan. Any existing premises scoring between 0 and 149 should be deleted from the outside duties master schedule.
What happens if black powder stored
When black powder (gunpowder) is identified at commercial premises the local station must inform the Contingency Planning Team. Details on how the location and quantities are to be recorded will be given. These sites will not become scheduled visits unless significant.

There is no requirement to record the location of private firearms or visit the premises
How is yankee hazard info gathered operationally
Where a YANKEE HAZARD risk is displayed information can be obtained from control via the airwave radio
NHS Oxygen cylinders and the ORD ?
Medical oxygen cylinder data is provided via a map overlay on the MDT showing locations of NHS supplied domestic oxygen cylinders. The data is supplied to the LFB every three months. However, if you identify or are informed of a location with a medical oxygen cylinder that is not shown on the MDT, the facility to add this information to the MDT via your outside duty master schedule is still available
Asbestos and the ORD
Any asbestos risk where there is a risk of the fibres being freely liberated into the atmosphere (For example; insulation materials, fibre washers, friction linings such as clutches and break linings compressed asbestos ceiling tiles etc,) should be entered onto the ORD. Asbestos contained in cement, aertex or Bakelite where the asbestos fibres are bound in the mixture need not be entered on to the ORD. It should be assumed that asbestos is present in all of these materials.
What happensafter info has been entered on ORD
Data entered into the ORD form will automatically be entered into a review process when the data changes are submitted
The hazard and tactical plan section will be reviewed by PDA
Until this review process has completed it will not be possible to enter further changes in the ORD form for the address
