What is an inclusive environment?
An environment that has been designed and managed to allow people with a diverse range of needs and abilities to access and use it
What following issues should those responsible for inclusive environment be aware of?
- Different physical and mental health issues may lead to accessibility requirements
- Factors that can lead to social isolation
- Policy and legal requirements relating to accessibility, including local planning policies, building regulations, equality act 2010 and health and safety law
- Best practices relating to inclusivitiy and design and management of physical spaces
- The value that inclusive environments can bring to building owners / occupiers.
What four types of illegal discrimination does the Equality Act 2010 set out?
- Direct discrimination
- Indirect discrimination
- Harassment
- Victimisation
Is it unlawful for those managing buildings to discriminate against or victimise an occupier?
Yes

What should a access statement / audit for all properties set out?
Details of access arrangements and alternative arrangements if access cannot be reasonably provided for a disabled person
When faced with an obstable to access for disabled persons, the Act requires the service provider to?
- Remove or alter the feature
- Provide reasonable means of avoiding the obstacle or reasonable alternative access to the service
Is the test for inclusive environments an absolute obligation?
No it’s one of reasonableness
What does the test for reasonableness include?
- Effectiveness of adjustment for the disabled person
- The practicality of the adjustment
- Its financial cost and likely disruption
- Financial and other resources available to the service provider
