  • hostile parl refused to give Charles I public money to conduct war. He tried to meddle with taxes instead, but in the end Parl won.

Parliament Act

  • huge constitutional crisis in which liberal gov clashed with Conservative dominated HofL.
  • the Act was passed to remove HofL veto over legislation, establishing the superiority of the elected HofC over the non-elected HofL if a conflict should arise b/w the two.
  • HofL now only has delaying power; not an abolishing one.
