Emphasis of IDEA
- special education students need to make more progress
- special educators accurately and objectively measure student progress
- that progress is accurately and meaningfully reported to parents
why are short term objectives and benchmarks important to continue
- schools need to meet accountability standards
- progress needs to be reported to parents
- regular progress can instigate needed change
- monitor effectiveness of instruction/intervention
- without measured progress it may be determined that a child has been denied FAPE
objectives

benchmarks
the amount of progress the child is expected to make within specific segments of the year
goals need to contain
- an observable learner performance (what the learner will be doing)
- any important conditions
- measurable criteria for acceptability (how fast, how often, how much…)
test for measurability
- to measure something is to perform a particular operation (can i count it, weigh it, record it?)
- if multiple observers were available, would they see the same thing?
- in order to be measurable, a goal should be able to say “how much” (how many, how often)
- goals should be measurable as it is written (no need to search for additional information)
dead mans test
“can a dead man do it?” if yes it doesn’t pass the deads man test and it isn’t a fair pair; if the answer is no you have a fair pair
myths of measurability
- if goal contains a percentage
- if a goal contains technical language
- if a goal contains an “action” verb
PLAAFP requirements
- baseline data
- general education statement
- students strengths and parents concerns
a teach is not liable for a childs failure to reach a goal when
- the goal was reasonable considering known information
- a good faith effort was made to help the student accomplish the goal
