Content of IEP
- PLAAFP

- students need to make more progress
- educators need to accurately and objectively measure student progress
- progress is accurately and meaningfully reported to parents
Reasons to continue STO and benchmarks
- schools need accountability standards
- progress needs to be reported to parents
- regular progress can instigate change
- monitor effectiveness
- without it may be determined that a child has been denied FAPE
Objectives
break the skill described in the annual goal down into discrete components

Benchmarks
the amount of progress the child is expected to make within a specific segments of the year

Measurability
goals need to contain:
- an observable learner performance
- any important conditions
- measurable criteria for acceptability
tests for measurability
- to do something (can i count it, weigh it)
- multiple observers seeing the same thing
- “how much”
- measurable as written
vagueness
be careful with words
PLAAFP requirements
- baseline data
- general ed statement
- student strengths and parent concerns
a teacher is not liable for a childs failure to reach a goal when…
- the goal is not reasonable considering the known information
- a good faith effort was made to help the student
