A person who lives outside the country of nationality and is unable to return because of persecution or fear of persecution based on race, religion, nationality, membership of a particular social group, or political opinion.
Refugee
A person who is moving or has moved across an international border or within a home country regardless of whether the move is voluntary or involuntary and regardless of the length of stay.

Good and compassionate but can be corrupted, Rich environment for peaceful lives, Life will be fair if we follow “general will” and set aside personal preferences, People vote, people are sovereign, People make laws directly and surrender their individualism to the GENERAL WILL.
Rousseau
