Outline why your ability to work in a logical manner is important when carrying out Initial Actions at the scene of an incident:
Working in a logical manner can be crucial to the successful prosecution of an offender or successful resolution of the incident.
List the IA you would take when 10-2 (en route to scene):
Obtain: description of the suspect description of the suspects vehicle (if any) the suspects direction of travel a description of any weapons carried
Watch for vehicles that may have come from the scene and note registrations
Discuss areas of responsibility with your partner - who will deal with suspects, who will deal with victims
Plan your approach to the scene ensuring safety
Discuss the Safe Forward Point (SFP)
Consider options
List the IA you would take when 10-7 (arriving at scene):
Advise Comms of your arrival (10-7) and obtain ack
Park in a safe clear area
Discuss approach to the house, building or scene
Have a radio, and torch available at night
Stop: Take note of what is happening, where it is happening and who is involved
If required, advise Comms of a safe arrival point for other staff
Ask anybody near what’s happening and where, and who’s involved
Ask your informant
List the IA you would take when obtaining information:
Obtain brief facts
Ask informant/witness to ID victim and/or offender. Give the offenders whereabouts
Find out from the informant the location of the scene and victim
If possible, keep the informant occupied. As them to remain at a specific place so that you can re-interview them later, if appropriate
List the IA you would take when checking the victim (sign of life):
Render first aid immediately
Call for assistance from a doctor or ambulance
Define a pathway for any medical assistance
Note any injuries
Consider whether possible to gain a dying declaration
One member must accompany victim to hospital (to protect exhibits, give sitrep to dispatcher and record medical staff details)
Record the position of the victim o the ground before removal
List the IA you would take when clearing the scene:
Remove all people from the scene, ensuring:
They do not take anything or contaminate the scene
If possible, have a police member
Contain them in an area
Warn them not to discuss what has happened
Obtain their full particulars
Keep warring factions, families or gang members apart
Explain the following terms:
Freeze
Control
Preserve
Freeze:
Keep the scene in its original state
Nothing is to be touched or moved
Control:
All movements to and from the scene
All activity in the contained area
Preserve:
All relevant exhibits
Identify and outline the responsibilities of a Scene Guard in controlling, freezing and preserving the scene:
Prevent unauthorised people entering the scene
Record in your notebook details of anyone entering scene
Brief authorised people
Promptly report and record any suspicious activity
Avoid contaminating or interfering with the scene
Be aware of any animals and remove them from the scene if possible
List the IA you would take when checking the victim (no sign of life):
Check for pulse, note skin warmth, or lack of
Call for assistance from doctor or ambulance
Note condition of clothing. Is it wet or bloody? Is it disarranged?
DONT MOVE THE BODY
STAND STILL and record what you can see, position o body, exhibits etc
If time allows draw a sketch plan and note the position of everything in the room/location
