This means that all our ideas and concepts ultimately come from experiences. The mind is empty until experience imprints idea’s onto it. This involves a rejection of innate ideas, Which some rationalists support.

Malfunctioning senses if a man can’t have some kind of senation because there is something wrong with his eyes, ears etc. A blind man can’t form a notion of colour nor a deaf man sound.
