Human trafficking
umbrella term including activities in recruiting, harboring, transporting, or providing an in for forcing services or commercial sex acts using force, deception, or coercion
Sex trafficking
recent recruiting, harboring, transporting, or obtaining a person for commercial sex act in which comm sex act is induced by force, fraud, or coercion or person is under 18
Labor traffic
recruiting, harboring, transporting a person for labor services by force, fraud, or coercion for involuntary servitude, peonage, debt bondage or slavery
People at risk for HT
- Kids, often homeless or runaway
- can be any SES
- unstable immig status, lang barrier, trauma recent, lack social support, disability
Common venues for HT
hotel/motel, brothel, online ads, illicit masage, escort services, residential based comm
Commercial sexually exploited children (CSEC) demographics
- 1/3 teens who flee will be sex trafficked w/i 48h
- avg age 14-16 for entry to porn or trafficking
- kids of all genders
KY’s safe harbor for childeren
- court designated works can screen for trafficking
- when child victims of HT in detention are found, they are considered for release
- kids under 18 can’t be charged with pros or loitering for pros or charged for status offenses
- mandatory reporting regardless of perpetrator
- cabinet must give services to HT victims
- cabinet must dev state plan, regulations, reports
- child get tx at Child Advocacy Centers
Labor trafficking venues
domestic, agri, traveling sales crews, restaurant/food crew, begging rings
Personal social network recruiting
recruit friends of fam, friends of other girls they might have trafficked
- malls, restaurants, transit stations
- appeal to young ppl and use their networks to recruit
Romanti relationship recruitment
bait and switch, build relx with victim, ask victim for comm sex act
Online ad recruiting
ads for “models”, craigslist, false jobs
lure of wealth recruitment
tells victims “already doing for free”, offer econ security
current victims recruitment
victims help recruit
- girls called “bottoms”
- can also be charged with trafficking
Grooming process
- target victim
- gain trust with casual convo
- fill need (friend, relx)
- isolate
- abuse (demand repayment)
- maintain control (threats)
HC issues for HT
- restore wellbeing of traffic survivors
- high risk for HC prob–infx, comm disease
- most victims get HC during traf–often detox, mobile free centers, MHC facility
Two of the most frequent requests for victims?
housing, doctor
Physical indicators for HT
- don’t control own money
- lack ID papers or use false papers
- accompany with controlling person
- frequent relocation or evidence of travel
- numerous inconsistencies in story
- hotel room keys or items, receipts
- lots cash
- reference to traveling or from another state/city
- sex paraphernalia like bulk condoms
- minors at hotels, strip clubs, truck stops
- reference travel for jobs like model, dance, sales
- papers with names, $, addresses
- expensive and trendy jewelry and clothes could not be supported by fam finances
Red flags for bx indicators
- signif chx in bx incl virtual bx with new profiles, friends
- lies about age and identity
- coached in talking to law enforce
- resists offers of help
- frightened, annoyed, resistant to police
- uses pros lang like daddy or the life
- preoccupied with getting money
- lack knowledge of given whereabouts
- freq preg test
- under 18 dating older, abusive, controlling men
- not attend school or many absences
- chronic runaway/homeless youth
- multiple ppl living in 1 house
- ID tattoo or branding, same jewelry on all
male specific indicators
- higher rates illicit drug use
- higher arrest rates (drug, paraphanelia)
- endure high level injuries r/t violence
- “market facilitators”
- more iso from friends/fam
- link btwn meeting basic needs and sex orient or gender ID
- recruit by friend, peers not often pimps

How to qquestion victim about HT
- don’t be direct
- where do you work
- can you leave if you want
- have anyone threatened your fam
- where sleep and eat
- locked in?
- is anyone forcing
CSES specific questioning
Where live, when saw parents, how get money, boyfriend, age, sex for money
- ever coerced into pics of self
- afraid of person who brought you in
NC of rdocumentation
- doc time btwn abuse and exam
- doc phys and EMO doc
- quotes
- only med terms, not jargon
- pt demeanor
- add pics of injuries and body map
- NOT “pt alleges”
- don’t call perpetrator “boyfriend” even if pt does
- add reasons for observations that conflict with pt statement
7 points of contact rule
takes 7 points of contact for pt to accept help when in a situation
If immediate protection is required for over 18…
- get permission to intervene
- pt should already be isolated
- refer to police “I suspect trafficking”
- call for advocate from assisting agency
- suicide or SANE protocol PRN
- HT hotline
What to do when ID victim under 18
MANDATORY
- report to your local DCBS office like for other abuse but specifically mention HT
- try to keep them at your agency
