• Uneven progress, more progress in urban areas to rural areas (ie Mai Chau to Ho Chi Min City in Vietnam)
• Rural progress limited because of resistance
• Gender equality isn’t always at the forefront of in politics
• Still issues regarding land rights (men still own the land) land tenure
