Functions of authorities
A- prescribe qualifications required for scopes of practice

Register
Each authority should maintain a register of health practitioners registered with the authority
HPCA 7
Unqualified person must not claim to be a health practitioner
1- a person may only use name, words, titles, initials, abbreviations or descriptions stating or implying person is health practitioner if registers and qualified
2- no person may claim to be practising a profession of health practitioner of any kind unless person is a health practitioner of that kind and holds a current practising certificate as health practitioner of that kind
