Why are higher (or closer) footbar positions used?

Describe the four strap positions
- Regular straps, gently taut on shoulder rests
- Short straps, gently taut on silver pegs
- Very short straps, about 5 inches shorter than headrest
- Long straps, longer than shoulder rest by length of one loop.
