Why was the EU formed
Desire to unify Europe, post WW II
What were the 2 main theories
Political unification: necessary steps to peace, economic stability and developments
Common economic ties and interests: road to economic integration, and eventually to some form of political union
When were the Treaties of Rome signed, and what did they create?
1957: Created the EEC - core constitutional text, which created and afforded powers to the Commission, Council and Parliament
When was the SEA signed, and what did it create?
1987: Established the “internal market”
When did the TEU come into force?
1993: Established the EU, and it’s objectives are contained within Art 2: economic and social progress, strengthening the protection of citizen’s rights and interests
What problem does the EU face?
Lack of clear policy focus
What was it’s original answer to such a problem?
The Constitution:
Better connect with citizens
Better division of competences
Measures to increase democracy, transparency and efficiency: by simplifying the decision making process etc
Improving the Structure and enhancing institution’s roles
Who rejected it?
Netherlands and France
What came next?
The Lisbon Treaty: the Constitution in all but name.
Renumbers the Articles, abolishes the pillar structure, replaces the EU/EC Treaties with the TEU/TFEU, increases scope for co-operation and increases commitment to HR
