Global Hibakusha
initially applied to survivors of Hiroshima and Nagasaki but now extended to those affected by the production and testing of NWs
Treaty on the Prohibition of Nuclear Weapons (TPNW)
adopted by UN in Jul 2017 and came into force in Jan 2021: promoted by the International Campaign to Abolish NWs (ICAN), currently has 91 signatories excluding nuclear powers
Terms of the TPNW
undertakings not to develop, test, produce, acquire, possess, stockpile, use, or threaten to use NWs (complete abolition of NPs, dismantling of NAs and facilities, and prohibition of NWs); prohibition of deployment of NWs on national territory; safeguards to ensure signatories are succeeding in eliminating NWs; provision of assistance to any state in conduct of prohibited activities; state parties are obliged to prevent and suppress any activity prohibited undertaken by ppl or on territory under its jurisdiction, provide adequate assistance to individuals affected by use/testing NWs (acknowledge harm and must provide economic/social/medical assistance); take necessary and appropriate measure of env remediation in areas under its jurisdiction contaminated as a result of use or testing of NWs
Significance of the TPNW
symbolizes tensions between realism and idealism, NS haven’t given up NWs due to deterrence with exception of SA, and int’l recognition that complete prohibition is necessary to ensure human security
