made the bishops, clergy and the efficiency better by monitoring them and dissolving 12 monasteries
promoted education - made the Cardinal College in London. All hypocritical as he was committing plurality by holding multiple religious roles, not been able to fullfill, had 2 illegitimate children

2 - tried freeing the Pope from the influence of Charles V (nephew of Catherine) by allying with France for a warfare in Italy which Charles controlled
