Organised an army of 25,500 men
Wolsey was the only advisor who backed Henry’s invasion ambition and who would organise the men
This was the start of his rise to power

Rules set up by Wolsey to slim down spending and the privy chamber
Cut privy chamber members from 12 to 6 - those removed were Wolsey’s enemies
Henry liked some reforms such as limiting who could hunt with him but reinstated all the grooms Wolsey had fired
