Subsidy
Improved tax system based on person’s income. Raised £170,000 between 1513-16. However, still did not provide enough for Henry’s wars.
Amicable Grant
Amicable Grant 1525- A new direct tax to raise money for the war with France, but did not get approval from parliament. Rebellion in Suffolk. Henry blamed Wolsey and cancelled the tax. Henry began to doubt Wolsey and had to abandon plans for war.
Eltham Ordinances
Eltham Ordinances 1526- improve court efficiency by removing unnecessary jobs, reducing spending and cleaning up palaces. Used to remove political opponents.
Enclosure
When landlords fenced off land hat used to be accessed by the poor. Wolsey set up an enquiry in 1517 and bought 260 cases to court.
Star Chamber
Star Chamber- set up to deliver justice to all levels of society not just the wealthy. Used to get revenge on political opponents.
Lord Chancellor
Became Lord Chancellor in 1515 so was Henry’s Chief Minister and also the Archbishop of York, plus Papal Legate in 1518. Alter rex, Hampton Court and an income of £30,000 annually.

1529- Henry stripped Wolsey of his powers and possessions.
1530 charged with praemunire. The Boleyns had persuaded Henry to get rid of Wolsey.
