What is the object of Hefra?
To license and monitor facilities for the provision of public and private health care services
Health care services means allopathic medicine
Allopathic medicine is a system of medical practice that is based on application of rational scientific evidence and enquiry.
What are the functions of Hefra?
- receive, consider and approve applications for licenses under this Part;
- inspect and license facilities intended for the provision of public and private health care services;
- determine the basic and minimum equipment and personnel required for the type of service to be provided in a practice
- regulate and monitor activities in a practice to determine the adequacy and standard of health care provided;
- collaborate with any other person or authority to maintain professional standards in a practice;
- collaborate with any other person or authority to regularly assess health facilities for certification and accreditation;
- collaborate with any other person or authority to achieve continual quality improvement of health care providers
- perform any other functions that are ancillary to the object of the Agency.
Who constitutes the governing body?
9 members
- one rep from a public health facility nominated by the Minister in consultation with the relevant professional body,
- one rep from the NHIA not below the rank of a Director,
- one rep from the Attorney-General’s Department, not below the level of a Principal State Attorney,
- one bio-medical engineer nominated by the Minister in consultation with the Ghana Institution of Engineers,
- one rep of the Ministry of Health nominated by the Minister,
- the Registrar
- a senior nursing officer nominated by the Minister
- a private medical practitioner nominated by the Minister
- one other person nominated by the Minister
What is the job of the board?
To ensure the proper and effective performance of the functions of the Agency.
Who appoints the board?
The president in accordance to article 70
What facilities are licensed by Hefra?
- medical and dental (clinics and hospital);
- eye care clinics;
- convalescent and nursing homes;
- geriatric homes;
- maternity homes;
- occupational therapy clinics;
- physiotherapy clinics;
- dental technology laboratory;
- clinical and bio-medical laboratory
- medical assistant clinics;
- diagnostic-imaging technology clinics;
- pharmacies and chemical shops;
- esteopathy clinics;
- prosthetics and orthotics clinics; and
- any other health care clinic or premises that may be determined by the Minister.
What is the Zonal Health Facilities Committee?
A committee appointed by the board and is made up of a team from a district or a group of districts within a region.
Who constitutes the zonal committee?
Not more than five members with the relevant qualification, expertise and experience
at least one woman.
What are the functions of the Zonal committee?
- receive applications on behalf of the Board and make recommendations to the Board for the licensing of facilities for a practice;
- receive licencing fees on behalf of the Board
- monitor the operations of licensed facilities in the zone
- inspect a facility and the equipment to be used in a practice;
- appraise the technical specifications of a facility for a license;
- effect a temporary closure of a facility with the assistance of a senior police officer not below the rank of ASP;
- submit a report of a contravention of a provision of this Part to the Board within 14 days of becoming aware of the contravention;
- submit quarterly reports on its activities to the Board; and
- perform any other function assigned to it by the Board.
What is the tenure of the board members and zonal committee?
A period not exceeding 3 years and is eligible for re-appointment but for not more than two terms.
