High level summary from cold shutdown to HFP

A
Go solid in the PZR
Draw a bubble
- Heaters to Tsat
- Letdown > charging
- Bubble when level going down but P stable
Turn on RCPs
Use RHR to heat to 350 (T controlled by controlling how much RCP is removed)
Isolate RHR and align ECCS
Use PZR and SDs to increase P and T to HZP
Use rods / boron to get to 15% 
Roll turbine
Put control systems in auto
Use rods and boron to go to HFP
