Who is responsible for providing recommendations to the COC regarding heat stress?

Heat Stress definition
any combination of air temperature, thermal radiation, humidity, air flow and work load which stresses the body as it attempts to regulate temperature
Thermal radiation
sun heat source (incinerator, engines, generators, dryers)
ventilation - air flow
forced air systems (spot cooling)
forced exhaust systems (red devil blowers)
Humidity - moisture in the air
steam leaks
bilge water
condensation
Air/Sea water temperature
Intake valves that allow sea water/outside air to be utilized for cooling for shipboard equipment refrigeration units engines generators evaporators for fresh water consumption
Acclimatization
act of becoming accustomed to temperature or new environment
usually occurs within 3 weeks
Personal factors that affect heat stress
past exposure G6PD or Sickle Cell Dehydration Medication Alcohol Intake Lack of sleep Drugs

flight deck laundries machinery spaces sculleries incinerators
contributors to heat stress
steam and water leaks boiler air casing leaks missing/deteriorated thermal insulation ventilation deficiencies weather conditions arduous ops
Physiological Heat Exposure Limit (PHEL)
set of 6 curves that compare the WBGT index to the degree of effort in work
Routing operations
light work including sweeping down, painting, cleaning lube oil strainers
Non-Routine operations
next higher level PHEL
increase in normal watch stander work rate and minor equipment casualty

Stay Time
maximum allowable time personnel may work in heat stress conditions at a given workload
Recovery Time
minimum of twice the stay time as determined by the PHEL chart or 4 hours, whichever is shorter
Fuel Combustion Gases
combustion gases that accumulate un a space due to inadequate ventilation
Signs and symptoms of Stack Gas
Watery eyes
dyspnea
tingling or numbness of the tip of the tongue, tip of the nose, finer tups or toes
Mild sensation of alcohol intoxication
Action for Stack Gas
reduce exposure limits if two or more sx are detected
determine new PHEL or divide stay time by 3
