Define Health Systems
The organisation of people, institutions, and resources that deliver health care services to meet health needs of target population (WHO 2000)

Healthcare Insurance
Aims to shift resources from those who are well to those who are sick (rich to poor to)
Information asymetry
When one party has more information about the transcation then the other
Moral Hazard
The risk that someone is willing to take when it come to coverage. Under full insirance patents and providers do not bear the cost of unecessary use of health services
- Ex-ante: will put their own life at risk if they know they are insured
- Ex-post: will over use the system
Can be regulated with User Charges
Adverse Selection
Healthier individuals are less likely to participate in a health insurance plan, leaving a disproportionate number of sicker and more expensive patients in the pool
Death sprial:
- All pay same primum then low risk individuals will leave the market leaving high concentration of high risk individuals
Solution
- Private markers: advantageous selection (depending on risk, will select low risk only), barriers to accessing insurance/compulsory coverage (lock everyone in and focus on having lower costs), public health system
