What happened at Grenfell tower and why?

A

Introduction and Cause of Fire The source of the fire is thought to be a freezer, and the unexpected speed of the fire’s spread is believed to be due to the recently installed aluminium composite material rainscreen cladding with a highly flammable polyethylene core, and PIR Insulation plates. They show the zinc cladding originally proposed was replaced with an aluminium type, which was less fire resistant, saving nearly £300,000. Fire safety experts have speculated that the cladding could have created a chimney-effect in the void between itself and the original façade, which may have contributed to the speed at which the fire spread. Testing and Regulations Both the cladding and insulation on the outside of the building failed all preliminary tests by the police. The insulation samples burned more quickly than the cladding tiles. Controversy surfaced over the absence of a sprinkler system. Part B of the building regulations requires the installation of sprinklers in new residential blocks of more than 30m in height, but it does not require that they are retrofitted in existing blocks. - Planning, managing and monitoring the pre-construction phase. - Ensuring risks are eliminated or controlled through design work. - Passing information on to the principal contractor. - Ensuring designers comply with their duties. - Preparing the health and safety file.

The RICS Surveying Safely was updated recently. What important areas caused the 2011 version to become in need of updating?

A

To come in line with CDM Regs 2015. The RICS guidance note Surveying Safely, 1st edition is in the process of being updated, and it has also been selected to be one of the first new professional statements, a number of which will be published over the next few months. This new status means that members will have to adhere to, rather than simply be guided by, the information given in the document. All members will be expected to deliver their professional services to a standard of health and safety at least to the level set out in the professional statement.

What are the key changes in CDM regulations that have affected how you work?

A

The regulations therefore made the following changes: 1. Structural simplification of the regulations to make them easier to understand. 2. The replacement of the Approved Code of Practice (ACOP) with more targeted guidance. 3. Replacement of the role of CDM coordinator with a new role of ‘principal designer’. In terms of the organisation of projects, the most significant of these changes is the replacement of the role of CDM coordinator with a new role of ‘principal designer’ (PD). The reason for the change is to give responsibility for CDM during the design phase to an individual that has the ability to influence the design. The role of principal designer is analogous to that of the principal contractor during the construction phase and includes: 4. Splitting competence assessment into its component parts of skills, knowledge, training and experience, and, if it relates to an organisation, organisational capability. 5. Removing the exemption for domestic clients, but passing their CDM duties to the contractor. 6. Changing the threshold for appointment of coordinators (principal contractors and principal designers), required where there is more than one contractor. 7. These changes separate the threshold for coordination from that of notifying the HSE about the works. The HSE must be notified where the construction work is likely to last longer than 30 working days and have more than 20 workers working simultaneously at any point, or exceed 500 person days.

As a general guide, industrial safety helmets should be replaced three years after manufacture, but always check with the manufacturers Each helmet, when manufactured, has a year and month of manufacture stamped onto the inside of the shell near the peak for easy reading.
