What does the Health and Safety at Work Act (1974) cover, and what are the key provisions?
HASAWA (1974) is primary legislation covering occupation health & safety in Great Britain.
Policed by the Health and Safety Executive (HSE) as a criminal offence (with fines / imprisonment depending on severity of breach).

What is the ‘six pack’ of H&S Regulations 1993?
Elaborate on HASAWA 1974, providing more detail and guidance in key areas on H&S

What is a Methods Statement?
- Document detailing how a work task is to be completed.
- It should outline the hazards involved and include a step-by-step guide on how to do the job safely.
- Must detail which control measures have been introduced to ensure the safety of anyone affected by the task or process.
What is a risk assessment
(IERA)
An assessment of the significant hazards, including their likelihood and severity:
Simple risk assessment:
- Identify (hazards and people at risk)
- Evaluate (severity?)
- Record (findings and review regularly)
- Advise (all those affected)
What would you expect to see in the RAMS?
- Risk Assessment of hazards (likelihood, severity)
- Method statement -step by step guide on how to do the job safely (with control measures)

Why did you request RAMS?
- Legal requirement to make sure workers are safe in workplace
- Heavy drilling would be undertaken in UXO high risk area
What is the Building Safety Act (2022)
- Legislation aimed at improving building safety standards - particularly in higher risk buildings, following Grenfell Tower fire tragedy
What does the BSA (2022) aim to strengthen?
- Accountability and duties for those responsible for safety of high-rise during construction and occupation
- Resident’s ability to contribute to maintaining safety
- Enforcement to deter non-compliance
What are some key provisions of the BSA 2022
- New ‘Building Safety Regulator’ role which will oversee safety and standards of all high-risk buildings (implement new regulatory framework) - Gateways
- Golden thread of information now required for each HRB
- New-homes ombudsman
What is a higher risk building (HRB)?
- at least 18m
OR
at least 7 storeys - And at least 2 residential units
What are the CDM regulations, what are the aims and who polices it?
- Regulations for managing health, safety and welfare on all construction projects
- Clearly defines roles and responsibilities in relation to H&s
- It is a criminal offence policed by the HSE to breach CDM regulations.
Key parts of the Construction (Design and Management) (CDM) Regulations, 2015
- Main duty holders are Client, Principal Designer, Principal Contractor
- All projects with more than one contractor on site must have: PD, PC and H&S file
- Onus on the client to ensure CDM arrangements
- Construction Phase Plan required for all projects (safety considered at design stage by PC)
- CDM file must be maintained during construction and passed to the building occupier / owner, containing H&S info.

Details the construction phase H&S risks and the control measures that will be implemented

When is a project notifiable?
HSE to be informed if a project lasts longer than 30 construction days with 20+ workers on site or more than 500 ‘person’ days
What must the client do if a project is notifable?
- Submit an F10 for to the HSE
- Display F10 in site offices
Explain your understanding of the term Health and Safety Executive (HSE)?
UK National Authority for managing work related health, safety, and illness issues
* They act in the public interest to reduce work related injuries and incidents
* Their aim is to protect people’s H&S by ensuring that risks are properly managed
* Support businesses to adapt to remain compliant with occupational H&S legislation

Risk of Unexploded Ordnance (UXO)
- UXO risk assessment report has categorised the risk level as medium/high, though the building is a pre-WW2 structure
- Therefore, a specialist on site explosive ordnance engineer (EOD) was to be present during the investigation
What should you do if you find an injured person on site?
- Assess situation without putting yourself in immediate danger
- Call the emergency services if serious
- Raise alarm and call for help
