What is the purpose of the Health and Safety at Work Act 1974?
It ensures that all employers provide a safe working environment and look out for the health of their employees - wherever their places of work.
Sets out duties that:
Employers have to employees and members of the public.
Employees have to themselves and to each other.
Self-employed people have towards themselves and others.

What are the CDM Regulations 2015?
Regulations set out for the health, safety and welfare of anyone working on or impacted by construction projects.
Sets out roles and responsibilities of dutyholders.
What are the Client’s duties under CDM Regs?
Under Part 2:
Regulation 4 - client duties - make suitable arrangement for managing a project - sufficient time and resources. PCID.
Regulation 5 - Appoint PD and PC.
Regulation 6 - Notify HSE if required.
What makes a project notifiable?
Longer than 30 working days AND have more than 20 people working on site at any one time.
OR
Exceed 500 person days.
What is the PD role for H&S at Pre-Construction Phase?
Regulation 11 - the PD must plan, manage and monitor the pre-construction phase. Coordinate H&S to reduce or eliminate risks to H&S.
Who is responsible for creating the CPP?
The PD and the PC. The PD needs to provide the PC with all relevant information.
Who is responsible for signing off the CPP?
The client.
Who is responsible for putting together the H&S File?
The PD and the PC, but it is for the PD to review it and update it. Unless the PD’s role ends, then it’s for the PC to do.
What are the duties of the PC at construction phase?
Plan, manage and monitor H&S throughout construction phase.
Update CPP if there are any changes.
Organise cooperation between contractors.
Site inductions.
Manage access for authorised people only.
