What is the Health and Safety at Work Act 1974? What is its main purpose?
Primary legislation covering occupational health and safety in Great Britain.
It sets out duties that; employers have towards employees and the public, employees have for themselves and each other, certain self employed have towards themselves and others.
What is the HSE?
National independent watchdog - responsible for the encouragement, regulation and enforcement of workplace H&S and welfare and for research into occupational risks.
Does the RICS produce any Health and Safety guidance?
RICS Surveying Safely Guidance Note (Nov 2018 2nd Ed.)
What does RICS surveying safely cover?
Split into sections covering:
Personal responsibilities, relevance to professional groups, assessing hazards and risks, Members places of work, hygiene and health, visiting site, fire safety, residential property surveying, procurement and management of contractors.
What is the ‘Safe Person’ concept?
Introduced by RICS surveying safely and means that each individual assumes individual behavioural responsibility for their own, their colleagues’ and others’ health and safety while at work.
What are the CDM regulations 2015 and where do you sit in them?
They ensure health and safety issues are properly considered in a projects development to reduce risk in construction and use.
As a QS I am a designer under the CDM regulations as I can influence material selection etc through VE. Designers responsibility is to reduce/control risks that may arise in construction or maintenance and to provide information to others to help them fulfill duties.

- Health and Safety File
When is a project CDM notifiable and how is it notified?
Notified with an F10 notice and notifiable if longer than 30 days and more than 20 workers OR 500 person days
What is the principle designers role under CDM?
- Identifying, eliminating or controlling foreseeable riks
- Ensuring designers carry out their duties
- Prepare and provide relevant information to other duty holders.
- Liaise with the principal contractor to help in the planning, management, monitoring and coordination of the construction phase.
What is RIDDOR?
Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (2013)
Requires employers to report to the HSE and keep records of:
- Work-related accidents which cause deaths
- Work-related accidents which cause certain serious injuries (reportable injuries)
- Diagnosed cases of certain industrial diseases; and
- Certain ‘dangerous occurrences’ (incidents with the potential to cause harm)
