The responsibility of the LFB is to control any SPILLAGE or release to MITIGATE HARM to the public and environment.
How would firefighters mitigate the risk from HAZMAT incidents (when preplanning)
By gathering information on their own ground on a 7(2)(d) visit, with any new information recoded on the ORD, making it available on the MDT.
How many levels of attendance to HAZMAT incidents does the LFB have
4 levels
Describe the 4 levels of attendance to HAZMAT incidents
LEVEL 1- a single pump appliance, to minimise risk to our crews. (Small fuel spills, natural gas leak)
LEVEL 2- Full HAZMAT attendance, two pumping appliances (minimum watch manager as IC) and an FRU for decontamination. A Hazardous Materials and Environmental Protection Officer will also be mobilised to advise the IC (HMEPA)
LEVEL 3- an additional two pumps, FRU, station manager as IC, and a scientific support unit are ordered when full eat decontamination or dry safe undress procedure is required.
LEVEL 4- incidents involving special mobilising criteria, such as mass decontamination or CBRN
What is the role of the Hazardous Materials and Environmental Protection Officer (HMEPO)
Advise the IC
Assist the IC in determining the EAC (emergency action code), decontamination codes and appropriate PPE
Manage the Rapid Response Unit (RRT) when deployed
Lease with the SA and any onsite technical experts
Evaluate, and filter all available information for the IC
What are the on arrival considerations of the IC at a HAZMAT incident
The type of material, hazard and risk
Minimum cordon radius of 25m (the inner cordon)
The wind direction should be blowing away from crews.
Positioning of appliances uphill.
Whilst gathering information at a HAZMAT incident, what recital mode will the IC adopt?
A defensive tactical mode
At a HAZMAT incident, where can information be gathered from
Direct observation of the incident Safety triggers for emergency personnel The ORD via the MDT Witness accounts Package labels on buildings and vehicles Interrogation of Chemdata (hazardous materials database on the MDT) On site specialist advice
How many working areas are there in an incident cordon
- The hot zone
The warm zone
The cold zone
At a hazmat incident, why are cordons used
To control the movement of personnel
Where a person refuses to leave their premises during an evacuation, what should happen
Inform the IC and their details should be given over to the police
When at a HAZMAT incident, where would any relevant information be recorded.
On the Hazard Information Board.
Where would the Hazard Information Board be found
In the warm zone. It must remain here as it may be contaminated
Where possible, crews entering the hazard zone should be briefed by……
HMEPO
Are the LFB responsible for arranging the recovery of any HAZMAT waste?
No, this should be allocated to a responsible person before leaving.
LFB vehicles must not be used to transport hazardous waste
