When can a police officer arrest a person?
- warrant commanding arrest
- crime has been committed
- probable cause to believe that an offense was committed and has probable cause to believe that the offense was committed by the person to be arrested
When stopping a suspect, what can you ask?
Name, address, if driving: license, registration, proof of insurance, where they are coming or going
Consider within the totality of circumstances, the fact that the individual has been involved in serious criminal activity or conduct in the past. Past criminal activity, without more, will not be sufficient to satisfy the reasonable suspicion requirement
