- Most powerful and confident
- Belileved that he had a God-given mission to secure the future of Christian white South Africa
- Changed the idea from white supremacy ad the image of apartheid , solution was to offer the blacks the apparent chance to develop separately from the white population in separate areas
- Bantustans - Created 8 Bantu National Units based on a division of the reserves along tribal lines
- Looked for independence however were never recognised as independent states and were far too weak

A
- Created 8 self-governing ‘homelands’ for different black ethnic groups and removed blacks from the national political system as they were their own ‘independent state’

- Weakness - Refused to face the reality of SA’s economic and population growth, they needed a well-educated and well-trained workforce
- Support - Huge white support, he refused to apologise to the international stage and stood on his political ideas, kept blacks away from whites
