A series of words that does not contain a finite verb and does not make sense by itself

A
A preposition followed by a noun group - E.g In the water (In [prep] the water [noun])

A
Phrases that do the work of adjectives (add meaning to a noun) E,g - He was given the message [TO BE QUIET] - The cat was drinking [THE CREAM]
