The quality of life in the developing world can be poor, and as governments are unable to both provide the right educational facilities it is also unable to pay the wages needed for educated and skilled people to become and stay as teachers.

The consequences of this is that the government will be unable to recruit the teaching staff needed for development. Without teachers to encourage and teach the next generations, all aspects of society and government will be further impacted, and the future development of the country will be severely affected. This will lead to even more people falling into the poverty cycle.
