VIRGINIA VS NEW JERSEY
New Jersey supported a single house w/ equal representation, like in the articles
Virginia supported a bicameral legislature w/ representation based on population
Roger Sherman proposed bicameral legislature
1st house: House of representatives; based on Population
2nd house: senate: based on equal representation
SLAVERY
10 states had already banned the African Slave Trade
Southern states refused to discuss this
Power granted to Congress but only 20 years from ramification

40% of southern population were slaves
Agreed to the “3/5ths Compromise”
slaves equal 3/5 (every five people is 3) until 1865 (13th amendment abolished slavery)
gave more representation, avoid taxes, give no rights
