Representative Government
Government that should serve the will of the people.
Three-Fifths Compromise
Slaves were counted as three-fifths of a person in voting and also had a head tax of three-fifths as well.
Anti-Federalists
Opposed to the new Constitution made by James Madison
Commerce and Slave Compromise
Congress was forbidden from taxing exports and could not regulate slave trade for 20 years.

All local agencies had the power not the central government (States)
