2 - have clear goals
3 - have means to achieve those goals
4 - know how object responds to those goals
What have we shifted from?
From government to governance, with more policy makers and actors
What are the 3 policy instruments?
Economic - no obligations, such as subsidies/taxes
Regulatory - direct control, such as pollution/emission caps
Informational - persuasion through education and appeals
What is the Collingridge dilemma?
Solutions to climate change raise their own problems that only become apparent when deployed
What is the stream metaphor?
That we should govern throughougt and early

What are clumsy solutions?
