How would parliament in strand one operate
The parliament in strand one would be elected as proportional representation and have a single transferable vote system, there would be 6 MLA’s for each constituent
Who would run parliament
Parliament would be led by an executive committee (equivalent to the cabinet in the UK system) The executive committee would be led by a First minister and deputy first minister
What would the executive do?
The executive would run the government on a day-to-day basis and choose where to allocate the block grant money provided from West minster
What is it called when roles of the FM and DFM are equal
When roles are coequal, and one can not exist without the other, it is called a consociational model
what powers to members of the assembly have
Members of the assembly have normal powers the same as parliamentary members-to scrutinise, legislate and to represent
What problems do Stormount take charge of?
Only matters that are devolved from Westminster can be decided by Stormount, However other matters remain under control from Westminster
What vote is required for key decisions and why?
A cross community vote is required for key decisions, this ensures both sides feel protected and represented. Furthermore, this prevents any nationalist or unionist domination
What issues were not addressed at the time during the GFA
Things like the decommissioning for paramilitary weapons was planned for the future
What matters were reformed to develop the peace process
Releasing prisoners early an the RUC was reformed into a more inclusive police force (PSNI)
