Global governance
Def: A framework, not government, to address global issues
Sig: Some things were seen as sovereign but are seen as global now, makes involvement over state lines acceptable. Establishes norms and rules to regulate state behavior.
Which issues does global governance cover and which actors participate?
Issues: Global problems: Terrorism, environment, disease, drug trafficking, human rights
Actors: NGOs and IGOs
Global Gov Issues
Coordination (want rule, don’t know what rule should be)
Collaboration (benefit from coop but tempted to deviate)
Commitment (optimal at first, becomes suboptimal as time passes)
Screening (credibility problem)
Collective action
Def: Coordinated actions between states to address their needs
Sig: Often through IGOs & other actors, even individuals
The weakening state
Although states are still highest power
Current threats/resources don’t regard borders
Sharing influence w/ IGOs and NGOs
States still dominate
People are loyal to the state, NGOs/other orgs need states to be successful, only states have military power
UN (United Nations)
An IGO recognizing all states sovereignty but IR issues need global solutions
Security Council
Def: 5 permanent member w/ veto power, 10 rotating members
Sig: The UN’s way of acknowledging that although all states are sovereign there are varying levels of power
General Assembly
Def: Every state has one vote
Sig: Acknowledges each state’s sovereignty and being legally equal
ICJ
Def: International Court of Justice, forms part of the UN, only represents/settles disputes between states
Sig: ?
Peacekeeping
Traditional (contain interstate conflict w/ 3rd party military)
Complex (contains civil/domestic conflict)
CH VII of UN Charter
Def: Enables security council to take measures to to maintain/restore international peace and security
Sig: Supports the theory of global governance and ability to intervene across state borders when state is unable/unwilling to. Veto of security council members questions whether it’s being applied correctly.
NGO (non-governmental organization)
Def: Transnational org that lobbies (pressures gov), provides humanitarian aid, and establishes norms/expectations for states to abide by.
Sig: Monitors human rights/ environmental issues, lacks material power/economic resources
IGO (inter-governmental organization)
Def: International institutions with state members
Sig: Supports cooperation and relationships between states, manages collective goods through coercion, reducing incentive to cheat, enhancing value of good rep
International Law
Def: A set of rules, norms, and standards which is considered accepted state behavior
Sig: ?
