The chancellor could ask the president to pass laws by decree which didn’t require the support of the Reichstag. led people into thinking a single all-powerful leader was what was only needed

the number of popular votes equates to the parliamentary seats eg every 60000 votes equate to a seat. Affected small parties meaning they did more coalitions
