Both departments tried to outdo eacother by setting higher targets although Gosplan was to remain and Veshenka had gone by 1932.

Gosplan was in charge of coordinating each plan; the first five year plan concentrated on heavy industry.

Commissariats were set up for each industry e.g. heavy industry consumer industry, timber and food.

They set targets for enterprises on amounts to be produced etc. Regional administrators and local party secretaries plus party officials were also involved along with the manger of each enterprise.
