What are ministers?
Full-time politicians and are secretaries essentially (justice/ education)

What is collective responsibility?
broadly support government policy
What is ministerial responsibility?
responsible for their department and convention is if something goes very wrong they resign
What must ministers be?
truthful
open with parliament and public
no conflicts of interest
not accept gifts to influence their judgement
separate roles as minister & constituency MP
not misuse gov. resources
uphold political impartiality
