- Difficult to choose priorities but once that’s done decision-making is much easier

- More harmonisation of standards
- Economic, fiscal and financial unions are completed
- Cooperation on border management, asylum procedure and counter-terrorism is systematic

- Decision-making is faster and stronger but questions of accountability arise
